In Viewer, you can not do that.

You would need to use Designer to do that, but you won't be able to save it unless you pay for the license, which is cheap.

there are work arounds, like printing to pdf and then editing in a pdf editor, but those might mess up the texture

The OP was not clear whether it was intended to move parts in 3D space or at the unfolded page. Neither is possible in P.Viewer, and your workaround, of course, applies only to the latter option.
I don't know about PV4, but I had some experience editing PDFs generated by PV3 (with the lines as vectors option) and a virtual printer. At the PDF, all the textures were applied to a matrix of square tiles, while the part edges, folding lines and tabs were overlaid as vector features. Moving or duplicating parts required painstakingly selecting a set of texture tiles and respective vectors. In order to get clean faces, the selected tiles were grouped together, appropriate edges joined as a polygon, which is then used to clip the textures. It's possible, but a bit tedious. See Extending parts without 3D tools - Whammy's Warhammer IIC for an example.

The simplest way is to select the item you want to move, and move it

it probably works the same way when you use Power Point or other graphic programs to create slides or graphics

Open Designer

Select file you want to view

Hit Open.

Now, if the file is password protected by the original designer, then you can not use Designer to view or manipulate the file, you will only be able to use it in Viewer

Correct

if the pdo is password protected, it will have to be opened by Viewer, not designer

there are pdo files that do not have passwords, and you use Designer to view and manipulate the file

I am thinking i don't have the payed version of pepakura designer 4 a lot of functions are grayed out. Is there anyone in this group that would be able to fix these issues for me? In exchange i can send that person the other files for this papermodel that are fine? It is the Gundam Astray Blue Frame Second Revision.

I am thinking the files i have are password protected but i am not asked for a password when i open it.
