John,
That is kind of a loaded question.

Are you a newbie to the artistic side of paper modeling?
Are you a newbie to the computer aided design side?
OR BOTH?
Do you have artistic skills?
Do you have computer skills?
Do you have computer graphic skills?

I believe the answer to some of these basic questions will provide a path for recommendations from the other members.

I would have to say both! I have computer skills, that’s about it! All is totally new. Took engineering drawing long ago before computers.

The next question is, do you want to design, or repaint, redraw and modify? The program you need could be different for each.

For software, I recommend a good cushion and maybe some warm slippers.

For hardware...a 2H Pencil and a ream of 20lb paper.

Start designing!

There are plenty of free design programs.

I design in 2D using AutoCAD. Spent two years in school learning how to use it.

Blender 3D is a free program. Here on PM a fellow member did an ebook on using it to design models.

Here is a link: New Free E-Book About Paper Model Design With Blender 3D

There are other freeware programs SketchUp is one. For editing there is GIMP and inkscape.

Hope this helps.

Mike

To design I use the easy and very intuitive Old Sketchup version 6 free , here:

Download Google SketchUp 6.0.277 for Windows - OldVersion.com

To unfold the model, I use Pepakura. You can use the old versions that are full and free. you can download at Pepakur aofficial website, here:

Pepakura Designer

To kow how to use both, there are a lot of tutorials on net. Just look for Sketchup and Pepakura tutorials on Google.
