I work from PK's methodology. And when in occasions I find that the diameter isn't quite right, I dig into the scrap paper pile and roll layers onto my base needle, file or other round stock until i get close enough. Work with a strip of scrap to make sure that you are right and then dry fit before going after it.

Next comes glue choices. You might want to turn to CA glue for the seam if you're very tight so that you can be sure it doesn't pull apart while drying.
