Soviets tried that idea in mid 30s with TB-3 towing gliders with troops. It didn't work mostly due to problems with landing. They tried it with cargo loaded gliders in arctic and Siberia and found same problems.

They came back again to it during WW2,this time with bomber hauling glider with supplies to partizan groups in Belarus and Ukraine. It kind of worked but gliders got damaged during landing so badly retrieving them was very problematic. Btw-bomber used was Li-2. They did serve in bomber capacity for some time.

The US did this glider snatch pick up during WWII as well using C-47s and CG-4s. Interesting stuff!
